The Headquarters of the Municipal Technial Offices of Turin - designed by Mario Passanti, Paolo Perona and Giovanni Garbaccio - is located in the centre of Turin at the Piazza San Giovanni. In 1935 was destroyed the Casa della Collonne by Carlo Castellamonte, which das located immediately in front of the cathedral. This building was destroyed to gain space for a new headquarters for the province governement. Although an architectural competition was launched, the urban void remained for a long time. A new competition was launched about twenty years later, and in 1957 the city authorities approved construction of the new technical offices according to the winning competition design by Mario Passanti, Paolo Perona and Giovanni Garbaccio. The design, implanted on the site of the baroque palace by Castellamonte, was built within two years from 1959 to 1961. The appearance of the building is strongly influenced by a master plan, defining the volumes and heights and imposing the use of porticos. The design is considerd to be a complex mosaic of different strategies, without an imposing concept. The architects decided to create a backdrop split in two volumes, to converse with the monumental historic urban fabric. This building is considered to be one of the most controversial examples of the post-war Turin architecture. It is called Palazzacio (awful palace) by the citizens, and from time to time they call for the destruction of the building. Although the building fits well into its urban environment in terms of scale, it is much critizised for its appearance. The façades of the building feature a concrete grid made of string-courses and thin pilasters. This grid is filled with brick masonry, stone sills and windows with aluminium frames. While the longer elevations are well fenestrated, the shorter sides feature larger closed areas made of apparent brickwork.
Das Hauptquartier der städtischen technischen Büros von Turin - entworfen von Mario Passanti, Paolo Perona und Giovanni Garbaccio - befindet sich im Zentrum von Turin an der Piazza San Giovanni. Im Jahre 1935 war die Casa della Collonne von Carlo Castellamonte, die sich unmittelbar vor der Kathedrale befand, abgebrochen worden. Der Abbruch war erfolgt um Platz für ein neues Hauptquartier für die Provinzregierung zu gewinnen. Obwohl ein Architekturwettbewerb lanciert wurde, blieb die städtische Lücke lange Zeit bestehen. Ein neuer Wettbewerb wurde etwa zwanzig Jahre später durchgeführt, und 1957 genehmigten die Stadtbehörden den Bau der neuen technischen Büros gemäss dem erfolgreichen Wettbewerbsbeitrag von Mario Passanti, Paolo Perona und Giovanni Garbaccio. Das auf dem Gelände des Barockpalastes von Castellamonte geplante Projekt wurde innerhalb von zwei Jahren von 1959 bis 1961 erbaut. Das Erscheinungsbild des Gebäudes ist stark von einem Masterplan beeinflusst, der die Mantellinien und Höhen definiert und den Einsatz von Arkaden auferlegte. Das Entwurf ist als ein komplexes Mosaik aus verschiedenen Strategien zu betrachten, ohne ein aufdringliches Konzept. Die Architekten entschieden sich einen Hintergrund, aufgeteilt in zwei Baukörper, zu schaffen, um mit dem monumentalen, historischen, städtischen Gewebe in einen Dialog zu treten. Dieses Gebäude gilt als eines der umstrittensten Beispiele der Turiner Nachkriegs-Architektur. Es wird von den Bürgern Palazzacio (schrecklicher Palast) genannt, und von Zeit zu Zeit verlangen sie den Abbruch des Gebäudes. Obwohl sich das Gebäude masstäblich gut in seine städtische Umgebung einpasst, wird es für sein Aussehen stark kritisiert. Die Fassaden des Gebäudes zeigen ein Betonraster aus Gurtgesimsen und dünnen Pilastern. Dieses Gitter ist mit Ziegelmauerwerk, Steinstürzen und Fenstern mit Aluminiumrahmen gefüllt. Während die längeren Fassaden stark befenstert sind, weisen die kürzeren Seiten grössere geschlossene Bereiche aus Sichtmauerwerk auf.
