In 1972 Oscar Niemeyer was commissioned with this project by the Seine-St.Denis district. The architect rapidly came up with a proposal for two separate buildings. A cuboid volume made of glass and reinforced concrete contains four floors of offices, which are defined by movable partitions to allow for futur echanges in layout. This volume is elevated and supported on six pillars spaced at intervals measuring 7.50 m. The second building presents itself as a free form, both in the development in plan of the semi-sunken spaces and in its external aspect. Nevertheless, it skillfully combines acoustic functional efficiency with stylistic elegance, as exemplified by the interior of the conference hall. The building also contains meeting areas and a large multi-purpose space overlooking the square, which receives daylight by way of a glass wall. |
